How do I lay out my first sheet with a plan and a section?

Set the scale FIRST — on the View Control Bar of both plan and section, e.g. 1:100 — because views land on sheets at the scale they carry. Rename your views properly in the Project Browser (the sheet labels itself from them). Then right-click Sheets → New Sheet, pick a metric title block (A1), and drag views from the browser onto the sheet. If a view arrives huge, its scale is wrong — fix it in the view, not on the sheet.
